The Delaware-Morrow Mental Health & Recovery Services Board (DMMHRSB) is asking voters in Delaware and Morrow Counties to renew their support for mental health and addiction recovery services with a renewal and modest increase of 0.5 mills on the November 2026 ballot.
This levy is the foundation of our local behavioral health safety net—funding crisis response, prevention programs, treatment and recovery supports, and partnerships with local provider agencies that serve more than 25,000 residents across both counties. The DMMHRSB has a strong track record of responsible stewardship, and this renewal ensures that the services our community depends on today will be there tomorrow.
Renew Your Support for Responsible, Transparent Stewardship of Local Funds
The proposed renewal with increase would cost homeowners approximately $50 per $100,000 of appraised property value annually – a modest investment to sustain life-changing services across Delaware and Morrow Counties.
The DMMHRSB has consistently demonstrated fiscal discipline, maintaining lean administrative costs and maximizing the share of funding that reaches direct services.
Levy funds are monitored by state-mandated financial controls and local oversight to ensure accountability.
Funds from this levy can only be used for mental health and addiction recovery services—they cannot be diverted to other county expenses.
Renew Your Support for Crisis Response and Prevention
The DMMHRSB funds crisis hotlines, mobile crisis response, and emergency stabilization services that are available 24/7 to residents experiencing a mental health or substance use emergency.
Prevention programs funded by the levy reach children, families, and schools—intervening early before problems escalate into crises that are far more costly to address.
Addiction recovery services funded by this levy help individuals and families rebuild their lives, reducing the strain on law enforcement, emergency rooms, and the criminal justice system.
Without continued levy funding, these front-line services would face drastic reductions or elimination—leaving residents in crisis with nowhere to turn.
Renew Your Support for Treatment and Recovery
The DMMHRSB contracts with a network of local provider agencies to deliver counseling, psychiatric care, residential treatment, peer support, and recovery housing across both counties.
Levy-funded services support thousands of residents each year—including veterans, seniors, young adults, and families navigating some of the most difficult moments of their lives.
Many families rely on DMMHRSB-funded providers for help navigating complex treatment options, insurance barriers, and long-term recovery planning.
Demand for behavioral health services continues to grow. Renewing this levy ensures our provider network can meet that demand without waitlists, service gaps, or agency closures.
Renew Your Support for Community Safety and Partnerships
The DMMHRSB partners with law enforcement, courts, schools, hospitals, and social service agencies to coordinate care and reduce the burden on systems not designed to treat behavioral health conditions.
Programs like Crisis Intervention Teams (CIT) training for law enforcement, drug court support, and jail diversion initiatives are funded in part by this levy—keeping people out of the justice system and connected to treatment.
These partnerships make our communities safer and more resilient. Without levy funding, many of these collaborative programs would lose their local funding source.
Renew Your Support for Long-Term Stability and Service Continuity
The small increase of 0.5 mills ensures that the Board can keep pace with rising costs, growing demand, and the evolving behavioral health needs of both counties.
Without the renewal, provider agencies may be forced to reduce capacity or close—resulting in waitlists, service disruptions, and higher long-term public costs.
These services allow people struggling with mental illness and addiction to live safely and productively in their communities. Renewing the levy will stabilize the system, allow the Board to plan for the future, and prevent deeper cuts to this essential safety net.
A Community Commitment to Health, Recovery, and Dignity
Delaware and Morrow Counties have a proud history of supporting neighbors in their most vulnerable moments through strong local behavioral health services.
This levy is not about expanding programs—it’s about sustaining what already works and ensuring our community can continue to meet growing demand.
Your vote “FOR” is a statement that we value every resident’s well-being and believe in a community where everyone has access to the help they need to heal, recover, and thrive.
The renewal with an increase of 0.5 mills is a continuation of our community’s commitment to behavioral health. Without it, Delaware and Morrow Counties will face significant service reductions and long-term consequences for vulnerable residents and families.
Vote FOR the levy to renew your support for crisis response, treatment, recovery, and prevention services—and ensure that residents across Delaware and Morrow Counties continue to receive the care they need close to home.
